The MOM Implementing COMPASS to Assess EP Eligibility
Effective September 1, 2023, the Ministry of Manpower (MOM) will be implementing a point-based Complementarity Assessment Framework (COMPASS) to assess the eligibility for Employment Pass (EP) candidates. Additionally, from September 1, 2024, EP renewals will also need to meet the requirements of the COMPASS Framework.
To pass the COMPASS assessment, candidates are evaluated on such factors as salary, qualification, diversity of workforce, support for local employment, skill bonus and strategic economic priorities. Points are awarded for each factor, and candidates must score a minimum of 40 points to pass the COMPASS assessment.
Effective from September 1, 2023, Employment Pass (EP) applications submitted to the MOM must be supported by verification evidence from background screening companies listed on MOM's website. Below are the background screening companies approved by the Ministry of Manpower:
The verification requirement is in place to ensure the authenticity of the qualifications used to score points under the COMPASS evaluation system. Candidates who do not possess degree qualifications can still pass the COMPASS evaluation system by earning enough points on other criteria.
